Development Services
Who We Are
The Development Services Division is primarily responsible for the planning and designing of Burnaby's basic infrastructure for roads, water mains, sewers, drainage and street lighting.
These infrastructure networks are built up through development, subdivision and the City's own Capital Works Program. It is our objective to ensure that the overall servicing of the City is based on proposed land use and sound engineering principals. It is our objective to ensure that we use the most current and cost effective methods and materials in establishing our design standards.
We also liaison with outside companies to ensure their work will not conflict with any City facilities.
What We Do
Subdivision and Rezoning
If the servicing requirements are a condition of subdivisions or rezoning, this department will provide the developer's engineering consultant with such information as as built plans, contour maps, design specifications and standards, survey information and preliminary cost estimates for proposed servicing. Later, it will review the developer's designs for these services to ensure that they meet all the City's requirements and standards. The City also requires an inspection fee to allow us to inspect the developer's contractor's work.
If there is no subdivision and /or rezoning but just a simple building permit on existing property, the Development Services group reviews the adequacy of services with respect to the proposed development on that site.
Capital Works Program
The City's Capital Works Program for roads, water mains, sewers, drainage and lighting, is primarily designed by outside engineering consultants. The consultants for specific work are selected on the basis of invited proposals based on a detailed terms of reference. The consultant's designs are then subject to a review by Development Services staff and then forwarded to the Engineering Department's construction division.
Hoarding Permits, Shoring Permits, and Right-of-Way
We review and issue hoarding and shoring permits relating to new development which may encroach onto the public right-of-way during construction. This group also deals with statutory rights-of-way, that the appropriate rights-of-way are secured. It is also this group's responsibility to review requests for release of rights-of-way which may have become redundant over time, through redevelopment.
Soil Deposit Permits
The Development Services group is also responsible for the issuance of soil deposit permits which are required if the proposed soil deposit on any property is in excess of a cumulative to of 50m³. The department has prepared a set of guidelines to assist the public in making applications for soil deposit.
