Licence and Property Management
Who We Are
The Licence and Property Management office works in coordination with City departments and external agencies to provide licensing, bylaw enforcement and animal control services in accordance with City bylaws and policies. City owned properties and facilities that are publicly leased or rented are also managed by this office.

What We Do
Licencing
- Provides Business Licencing to businesses located on commercial property, in a home and for out of town businesses such as contractors.
- Provides Dog Licencing for dogs over six months with a maximum of two dogs per household.
- Provides Commercial Vehicle Licencing for commercial vehicles as part of the Provincial program.
Bylaw Enforcement
- Receives reports of bylaw contraventions by phone, e-mail, regular mail and in person.
- Investigates and enforces as necessary for bylaw compliance.
Animal Control and Welfare
- BC Society for the Prevention of Cruelty to Animals (BCSPCA) provides animal control and welfare services under contract from the Burnaby Animal Shelter.
- Services include education, sheltering rescued animals, adoptions and ensuring compliance with the Animal Control Bylaw and the Prevention of Cruelty to Animals Act.
Property Management
- Provides property management services for City owned residential and commerial property available for lease.
- Manages lease agreements in accordance with applicable tenancy and leasing law.
Residential Tenancy
- Manages temporary rentals at market rates on City owned houses until the property is required for development.
- Advertises vacancies in newspapers and on Craigslist.
