Who We Are
The Human Resources Department consists of an energetic and motivated team of professionals who strive to maintain success for the City, its managers and employees alike. We do this by supporting all levels of City staff to work towards the positive outcomes and in the interest of the City of Burnaby. This may include creating new strategic and innovative programs based on the needs or recommendations of City employees. We believe it is our role to ensure that best practices within the Human Resources field are always at the forefront and we educate staff in those practices as regional and global trends change.
What We Do
- Employee and Labour Relations

We support the needs of management and employees in creating a balanced work environment. We also work closely with the Union in a variety of areas including grievances and arbitrations, collective agreement interpretation, administration and labour negotiations, as well as ensuring the City’s mandate is met in terms of adhering to policies, practices and regulations. The City’s Unionized employees are represented by the Burnaby Civic Employees’ Union CUPE Local 23 (Inside, Outside, Foreman and Library) and the International Association of Firefighters IAFF Local 323.

We work in partnership with hiring managers to ensure that candidates with the top skills, knowledge and abilities are selected. We create strategic advertising campaigns within our recruitment plan, submit interview questions for consideration and ensure a fair process for all applicants throughout the process.
- Compensation and Benefits

We work closely with managers and employees to create classification specifications for Unionized positions and job descriptions for exempt jobs and assign applicable compensation based on the necessary skills for the job.
We manage employee health benefit programs comprising health, vision, dental, life insurance and retirement plans.
