The purpose of this brochure is to explain to owners and builders the City's parking and driveway requirements for single and two family dwellings.

Requirements

1.0 GENERAL
  • Property owners are responsible for the cost of new crossings and the cost of removing redundant crossings.
  • A Site Plan must be submitted to the Engineering Department for approval. The site plan shall include location, width and elevations (slope) of driveway. Cross-sections and a centre-line profile may also be required.
  • Access will only be granted to legal parking areas as defined in Schedule No. VIII of the Burnaby Zoning Bylaw.

2.0 ON SITE DESIGN REQUIREMENTS

  • Driveway surface drainage may be directed to the street or lane provided the total driveway surface does not exceed 600 sq.ft per dwelling unit.
  • Surface drainage for driveways over 600 sq. ft., and all paved or impervious parking areas, must be directed to an on-site drainage system.

    Note:
    Not more than 70% of the total area of a lot shall be covered by impervious materials.
    (See Zoning Bylaw, Section 6.24.)

  • A minimum of 1.5 metres clearance shall be provided from hydro poles, signs, fire hydrants, trees, or similar fixed object. If the driveway cannot be suitable located, the object must be moved at the property owner's expense subject to the approval of the City Engineer.
  • The maximum driveway grade shall be level from the curb or future curb to the property line. The remainder should not exceed 15%. No retaining structures or alterations to the boulevard are permitted.
  • Maximum entryway sidewalk width is 2.0 metres. Sidewalk must be located a minimum of 1.5 metres from the edge of a driveway unless the driveway is to be used as a walking surface to the street.
  • Maximum grade break on any driveway is 10%.

3.0 ACCESS REQUIREMENTS

  • Generally, only one access will be permitted to a lot.
  • Where local street or lane access is available, access to arterial or collector streets will not be permitted.

3.1 LANE ACCESS

  • Access shall be located a minimum of 4.5 metres from a lane - lane intersection or a lane - street intersection as measured along the property line.
  • Accesses to lanes may be up to a maximum width of 9.0 metres.

3.2 STREET ACCESS

  • Access shall be located a minimum of 6.0 metres from the property line corner at a street - street intersection, or 4.5 metres from a lane - street intersection as measured along the property line.
  • Street accesses shall be sized in accordance with the width of the approved parking area, to a maximum width of 6.0 metres, or 40% of the lot frontage. Parking areas wider than 6.0 metres must be tapered down to 6.0 metres at the property line. The minimum access width permitted is 3.0 metres.
  • A second access (including circular driveways) may be permitted, provided the following conditions are met:
    • The lot width is a minimum of 25.0 metres.
    • The sum of the street crossing widths must total 40% or less of total property frontage and maximum width for each as noted above.
    • All driveways must lead to an approved parking area as defined in Schedule No. VIII of the Burnaby Zoning Bylaw.
    • A minimum separation of 6.0 metres between driveways is provided.
  • Corner lots without a lane will be permitted access to legal parking areas from either street unless one of the streets is a collector or arterial street.
  • Access from a fronting street to an approved parking location within the side yard may be approved, providing that a minimum 3.2 metre clearance is maintained between the property line and the nearest building face.
