City Streamlines Rental Declaration Process for Single and Two-Family Homes

The City of Burnaby has streamlined the way property owners inform the City of the rental status of their single or two-family home. 

Property owners are now only required to submit the Supplementary Utility Fees Declaration Form if one (or more) of the following conditions apply:

  • The 2020 declaration was not submitted
  • A new property was acquired
  • The rental status of their property has changed

If a 2020 declaration was submitted, property owners will not be required to complete the 2021 declaration form if the rental status of their property has not changed since their 2020 declaration. These owners will be billed for 2021 fees based on their 2020 declaration responses.

Homeowners who rent out a suite in their home are charged a supplementary utility fee to cover the increased usage of water and sewer services. The fees will be determined in late fall. Property owners who rent out their homes and do not live on the premises are also required to purchase a House Rental Licence. For 2021, the House Rental Licence fee remains $130.

In September 2020, the City will send letters to owners of single-family and two-family homes outlining their 2020 declaration responses. Should you need to submit a new declaration, the deadline is November 30, 2020.
