Solid Waste & Recycling Bylaw Changes

There are new amendments to the City’s Solid Waste and Recycling Bylaw. These changes are important and will benefit all Burnaby residents and businesses as they aim to minimize human-bear interactions as well as reduce littering and illegal dumping. 

Bylaw amendments include: important changes to set out and removal times for receptacles on collection day; designation of a new Bear Area; strengthening of enforcement and penalties for illegal dumping and littering; and revisions to improve readability. 

Effective immediately:

  • All single-, two-family and Bear Area properties will now be required to remove waste receptacles by 8pm on collection day.
  • Additional requirements for the newly designated Bear Area are listed below. 

Designated Bear Area

Bear sightings and interactions have previously been reported by residents and media in some areas of Burnaby. To reduce the presence of bear attractants and address public concerns of human-bear conflicts, the City has designated a Bear Area.

The designated Bear Area is bounded by Sperling Avenue to the west, North Road to the east, Trans-Canada Highway to the south and Burrard Inlet to the north. Click the map icon below to see/download a larger version.

Bear Area Requirements 

  • Single and two-family properties within the Bear Area must set out their waste receptacles after 5:30am on collection day, and remove their waste receptacles by 8pm on collection day. Securely store waste receptacles within your property outside of collection days. 
  • Multi-family properties within the Bear Area must set out their waste receptacles after 5:30am on collection day, and remove their waste receptacles by 8pm on collection day. Multi-family properties are also required to store garbage, yard waste, food scraps and recyclable materials in bear-resistant receptacles or store all garbage receptacles, green bin receptacles and recycling receptacles in a bear-resistant enclosure on the property.
  • Industrial, commercial and institutional properties within the Bear Area must store all garbage, yard waste, food scraps and recyclable materials in bear-resistant receptacles or store all garbage receptacles, green bin receptacles and recycling receptacles in a bear-resistant enclosure on the property.
