Grove Master Plan

Grove Master Plan site

The Grove Area is bound by Dawson Street, Alaska Street, Willingdon Avenue and Alpha Avenue. A Master Plan has been proposed to assist the Grove Area’s transformation, over time, into a vibrant, transit-oriented, mixed-use area with diverse housing, employment, service and leisure opportunities. An Open House will be held on October 24 from 3-7pm at City Hall to receive input on the future land use concept for the area. Input from the open house will assist in the preparation of the Conceptual Master Plan for the site.

Some of the concepts include: 

  • Public Realm enhancements to Dawson Street, Alaska Street, Willingdon Avenue and Alpha Avenue;
  • Provision of a new east/west connection linking Willingdon Avenue and Alpha Avenue;
  • A new park at the center of the site;
  • Access to a public north/south walkway connecting Dawson Street to Alaska Street; and, 
  • Opportunities for a broad spectrum of affordable and marketing housing, and retail and commercial office options. 

The Master Plan will inform and guide site specific rezoning applications within the Area. a copy of the Public Hearing Report (Rezoning Reference #17-36) can be viewed online for your reference.
