Hot Weather in Store for Southwestern BC

While hot and sunny conditions are welcomed news for most, Environment and Climate Change Canada and Medical Health Officers are reminding residents to take precautions to protect themselves from the heat. Keep cool by:

  • Spending time in an air-conditioned facility (such as a shopping centre, library, community centre or restaurant) for at least several hours every day.
  • Dress for the weather by wearing loose, light-weight clothing. Protect yourself from the sun by wearing a wide-brimmed hat and sunglasses.
  • Avoid sunburn, stay in the shade or use sunscreen with SPF 30 or more
  • NEVER leave children or pets alone in a parked car.
  • Check in on others - People living alone are at high risk of severe heat related illness.

Pre-Authorized Debit Plan (PAD)

Effective immediately, Pre-Authorized Payment plan (PAP) is known as Pre-Authorized Debit plan (PAD). Existing PAP enrolment will not be affected unless there is a change of bank accounts.

  • Owners who prepaid their 2018 taxes, earned interest at the prime rate less 2.5% (with minimum 0.5%).
  • Pre-Authorized Debit is applied to utility charges and garbage disposal fees (due March 15) and the balance to property taxes (due July 4).
  • To enrol, change or cancel from PAD, download the fillable Pre-Authorized Debit Application Form.


If you choose Pre-Authorized Debit, please complete and return the form in full with signature and initials where indicated, along with a copy of a void cheque.


Application must be received by the 22nd of the month to take effect in the following month.

Changes or Cancellation on Existing PAD

To change or cancel Pre-Authorized Debit, please complete and return the form in full with signature and initials where indicated. If there is a change of bank accounts, please include a copy of a VOID cheque. 


Changes or cancellations must be received by the 22nd of the month to take effect the following month.

It is the responsibility of the property owner to instruct the City of Burnaby to discontinue the Prepayment Plan BEFORE the property is sold. This is important since we may continue to draw payments from your bank account until advised. IMPORTANT: Any overpayment will be applied to the new owners. There will be NO refunds on any prepayments, even after the sale of a property. Credits must be adjusted between Purchasers & Vendors on Statement of Adjustments. 

Remember, if you are eligible you must claim your Home Owner Grant by the due date even if your taxes are paid by PAD, Online/Telebanking or your mortgage company to avoid penalty.

Maximum annual prepayments are based on the previous year’s net taxes and utilities. Minimum monthly prepayments are $25.00.

Pre-Authorized Debit will be cancelled by the City of Burnaby after two payments are dishonoured. Service charges may apply. Taxpayers MUST re-apply in writing to start the PAD deductions again.
