How to appear as a Delegation before Council

Burnaby City Council may hear two delegations per Council meeting. Council meetings begin at 6:00 pm and delegations are usually heard at the beginning of the meeting.

  • Delegations are accepted on a first come, first served basis. Once the two delegation limit is met, additional requests are put forward to the next available Council meeting. See the Council Meeting Schedule  for a list of dates.
  • Each delegation is given ten minutes to make their presentation to Council, after which Council members may ask questions or comment on the information presented.
  • It is Council policy to only hear one delegation representing each side of a particular issue. If there are several requests to be heard representing the same viewpoint, on a particular issue, delegations will be contacted by the Office of the City Clerk and requested to combine their presentations and choose one representative to appear before Council.

In order to appear as a delegation you must submit a written request, addressed to the Mayor and Council in care of :

You can also fax your request to the Office of the City Clerk at: 604-294-7537.

Requests to appear as a Delegation before Council must be received in the Office of the City Clerk by noon of the Wednesday prior to the Council meeting.

Your letter must include:

  1. the subject you wish to present;
  2. the name and address of the designated speaker;

  3. a telephone number or email address to contact the speaker.

Please note that all correspondence submitted to the City of Burnaby will form part of the public record and will be published when this matter is before Council or a Committee of Council. The City considers the author’s address relevant to Council’s consideration of this matter and will disclose this personal information. However, the author’s phone number and email address are not required and should be omitted if the author does not wish this personal information disclosed.

A staff member will contact the speaker to confirm their place on the Council agenda, whether any audio/visual support is required and the time of the presentation.
