Burnaby seeking public feedback on Willingdon Lands Master Plan

The City of Burnaby wants public input on the Willingdon Lands Master Plan that proposes a first-of-its-kind, mixed-use, contemporary Musqueam and Tsleil-Waututh urban village at 3405 Willingdon Avenue. The 40-acre site, jointly owned by the two Nations and Aquilini Development, will provide over 5,000 housing units and include a 450,000 sq. ft. film studio, which is expected to add up to 3,000 new jobs to the city.  

The proposed development seeks to change the site's current “Business Centre” designation to also include “Urban Village.” The public consultation process will include the proposed amendment to the City's Official Community Plan.

Burnaby residents and other stakeholders have until February 20 to share their feedback, which will inform the project’s next steps.

The City is also hosting virtual open house sessions on February 3 and 9 which will provide a more in-depth look at the Master Plan proposals.

To celebrate and represent Indigenous Peoples' history, culture and art, the site will incorporate artwork, native plants, a medicine garden, and wayfinding signage in hən̓q̓əmin̓əm̓ and English. The site is expected to include a child care centre, commercial retail spaces and two large parks complemented by a network of trails and plazas, apart from a cultural centre and an outdoor hearth. There's also a plan to daylight Summer Creek and restore it to its original state. 

The master plan integrates several recommendations outlined in HOME: Burnaby's Housing + Homelessness Strategy, including increasing housing choices, creating more housing in mixed-use, transit-friendly areas and supporting housing for diverse needs. 

Since 2016, the City of Burnaby has been working toward Truth and Reconciliation. This project continues to build on that commitment of working with Indigenous peoples and finding new ways to build and improve relationships between non-Indigenous Canadians and Indigenous people and communities.

The Nations, along with Aquilini Development, purchased the Willingdon Lands from the provincial government in 2014.
