What's happening now?

Thank you to all who participated in our public consultation. Following these events, we updated the Kingsway and Edmonds Conceptual Master Plan based on feedback we received. On May 30, 2023, the project advanced to a public hearing and received second reading on June 5, 2023. The project is now working on fulfilling requirements in order to advance to Final Adoption in 2024.

About this project

The City of Burnaby and BC Housing are working together to develop publicly owned land at the southwest corner of Kingsway and Edmonds. This 4.5-acre site, located in the heart of the Edmonds Town Centre, is comprised of four properties that are identified for higher intensity development.

Master plan overview

Following public engagement in spring 2023, the Kingsway and Edmonds Conceptual Master Plan advanced for Public Hearing. The conceptual master plan defines the vision and development objectives for the site. The focus is on housing affordability, development flexibility and overall sustainability. Urban design principles were determined based upon the site’s history, community context, important location, and pedestrian and vehicle networks. These aspects informed the “big moves” in the master plan, which focus on enhancing connectivity and movement, delivering a compelling built form, creating a new landmark place and providing an enticing “heart” gathering space.

More specifically, in addition to replacing the aging BC Housing Hall Towers apartment buildings (331 units) without displacing tenants, the conceptual master plan proposes a new, complete and mixed-use community that includes:

  • Over 1,400 purpose-built rental units at varying rates
  • Approximately 1,000 market strata residential units
  • Commercial spaces, community services, public amenities
  • A new street that connects Kingsway and Edmonds
  • A public plaza and garden spaces
