About this project

Recent changes to City’s Rental Use Zoning and Child Care Action Plan policies provided an opportunity to revisit elements of the Brentwood Town Centre Development Plan and Brentwood Site Master Plan to provide more diverse housing options and social amenities on sites as well as review the land designation on how the land can be used.

On January 29, 2024, Council authorized staff to start public consultation to collect feedback on the proposed amendment to the Brentwood Town Centre Development Plan and comment on the proposed amendments to the Brentwood Site Conceptual Master Plan.

This consultation project seeks to inform the community about the proposed amendments to both plans, answer questions and receive feedback. After receiving input from the community, the finalized amendments to the plans will be provided to Council for consideration.

What's happening now?

Thank you to everyone who took part in the open house on April 2, 2024 and shared your thoughts on the proposed amendments to the Brentwood Town Centre Plan and the Brentwood Site Conceptual Master Plan.

The input we have received will be summarized as part of a future report to Council.

Background

Brentwood Town Centre Development Plan

The Brentwood Town Centre is one of four designated Town Centres within Burnaby’s Official Community Plan and is intended to continue to accommodate a significant portion of the City’s population and job growth. The Brentwood Town Centre Development Plan (1996) is the City’s community plan for the Brentwood Town Centre.

Brentwood Site Conceptual Master Plan

The Brentwood Site is located in the primary core of the of the Brentwood Town Centre Development Plan area at the northeast corner of Lougheed Highway and Willingdon Avenue.

Through a master planning process, the Brentwood Site Conceptual Master Plan was adopted in 2013. The Master Plan outlines a series of principles that guide the redevelopment of the Site into a vibrant and well connected commercial and residential hub.

Proposed amendments

Recently implemented City policies provide an opportunity to revisit elements of the Master Plan to provide more diverse housing options and provide more social amenities on site. The proposed amended Master Plan incorporates the City’s Rental Use Zoning Policy (2020) to deliver affordable and market rate rental housing on site, creates a publicly accessible green space, and enables the delivery of child care on site.

The revised Master Plan is also proposing an amendment to land use framework in the Brentwood Town Centre Development Plan to redesignate the parcel of land located at Willingdon Avenue and Lougheed Highway (A) from commercial zoning to a mixed-use residential and commercial zoned site.

Our goals

The broader vision for The Amazing Brentwood site is to create an integrated and vibrant mixed-use and walkable neighbourhood that is at the heart of the Brentwood Town Centre Development Plan area.

The proposed vision and concepts of the Brentwood Site Conceptual Master Plan support the goals within the City’s Economic Development, Social Sustainability and Environmental Sustainability strategies and deliver exceptional urban design and public spaces that meaningfully contribute to the broader Brentwood Town Centre.
