City of Burnaby preparing new development funding program in response to provincial housing changes

In November 2023, the provincial government enacted legislation that will significantly change housing in BC, including Burnaby. 

One change is to the funding tools available to the City of Burnaby to pay for the infrastructure and amenities needed as our city grows.

As a result, we are preparing updates to the charges applied to new development.

This will include:

  • Expansion of Development Cost Charges (DCCs), and;
  • Introduction of Amenity Cost Charges (ACCs).

Until now, the City’s Community Benefit Bonus Policy played a significant role in funding public amenities. This policy enables the City to collect contributions from developers in exchange for added density. Benefits of this funding over the years include new civic facilities, child care centres and affordable housing. The changes to provincial housing legislation reduce the impact of this program, necessitating a new approach.

We are now preparing a new funding program for DCCs and ACCs. The City is targeting implementation of this new program by July 1, 2024.
