Burnaby sets new record for building permit construction value—with three months still to go

In just 9 months, the City of Burnaby has already exceeded its previous record year for building permit construction value. As of September 30, 2025, the City has processed 921 permits across residential, commercial and industrial categories, representing $2.83 billion in construction value. 

With fourth quarter activity still to come, the City anticipates the total figure for 2025 will surpass $3 billion. 

“This is a remarkable year for Burnaby,” said Mayor Mike Hurley. “We’re seeing record levels of investment in homes, jobs and public amenities. But we also recognize the global headwinds that are likely to slow activity in the months ahead, and we’ll continue to plan prudently while keeping our focus on building a complete community.”

The surge in building permit construction value is led by multifamily housing ($1.7 billion) and commercial projects ($790 million), reflecting strong private investment alongside major public projects that are improving community amenities and services.  

Building permit activity includes public investment in new community centres, libraries and child care centres, as well as the Burnaby Hospital expansion and school district construction.
