Secondary Suites – Potential Credit for 2019 Supplementary Utility Fees

Please note: If you were charged the 50% Water and Sewer Supplementary Utility Fees for a secondary suite or in-law suite in your house, you may be eligible for a credit or account adjustment if Burnaby City Council approves related proposed bylaw amendments at the April 8 Burnaby City Council meeting and if the suite:

  • was not rented between January 1 and April 1 2019,
  • is currently not rented, and
  • will not be rented at any time in 2019.

Information on this credit/account adjustment, together with a Declaration form, will be sent to property owners who were charged the Supplementary Utility Fees on their 2019 Utility Notice. To be considered for a credit/account adjustment, the Declaration form must be returned by April 30, 2019.

Property owners who return their Declaration by the due date and qualify will receive:

  • a credit of the Supplementary Utility Fees on their 2019 Property Tax Notice in early June, if they have already paid their 2019 Utility Notice; or
  • an account adjustment to their Utility Notice equal to the Supplementary Utility Fees, if they have not paid their 2019 Utility Notice.

Several options are available for paying your bill by the March 15 due date to avoid penalties.

New for 2019

Your Utility Notice must be paid in full by March 15 to be eligible for the discounted amount. Partial utility payments are not eligible for the discount. Unpaid charges will no longer be added to your Property Tax Notice. Instead, you will receive a separate notification later in the year.

The City is changing how utility fees and property taxes are billed and collected. For 2019, the Sewer Parcel Tax will appear on your Property Tax Notice in May, along with general tax and taxes collected on behalf of other authorities. It will no longer be collected in March, with Utilities.

Important Date: March 15, 2019

  • Annual Water Charge due
  • Annual Sewer Use Charge due
  • Cross Connection Device Charge due
  • Residential Garbage Toter Fee due

2019 Sewer Parcel Tax Changes

In order to provide property owners with more time to pay, the City is changing how utility fees and property taxes are billed and collected. For 2019, the Sewer Parcel Tax will appear on your Property Tax Statement in May, along with general tax and taxes collected on behalf of other authorities. It will no longer be collected in March, with Utilities.

  • Annual Water Charge
  • Annual Sewer Use Charge
  • Cross Connection Device Charge
  • Residential Garbage Toter Fee

Change of Address

If the mailing address on your Property Tax bill is incorrect, please complete and submit the Change of Address Area 10, Jurisdiction 301 form directly to BC Assessment.

It is important to keep your address current for property assessment and taxation purposes.
